URBAN
Monitoring the 30 of the 3-30-300's rule
ID: #13-CATALONIA
Oct 22, 2026

Organization:
Viladecans City Council (City)

Brief description of the Organization:
City Council - Deputy Major Office managing mobility, energy transition, cleaning and collecting trash, greening, dissemination of science, and pilot of the climate mission 2030

Region:
Catalonia (Spain)

Description of the Challenge:
Satellite data is useful for monitoring the urban canopy for several reasons: to compute the captured carbon every year; to monitor the 30% of the canopy in each of the squares of a city; to plan the shadow paths in the city;
Viladecans City Council need to understand the degree of compliance with the 3-30-300 rule throughout the city.
In relation to the “30” of this rule, it is necessary to have aerial data that allows for calculating whether 30% of the entire surface of each of the city's neighbourhoods is covered by tree canopy, or canopy. Doing this with non-aerial data is not possible, and the estimate would not be adequate. For the other two data in the rule, 3 and 300, surface data can be used.

Your Challenge in just one question:
How can satellite data be used to quantify the carbon-neutral mission (Net Zero goal) in cities?
