Brief description of the Organization:
The Basilicata Region – Directorate General for Environment, Energy and Territorial Protection is the regional administrative authority responsible for environmental protection, energy policies, sustainability, territorial planning, and the enhancement of Basilicata’s natural heritage.
The Directorate promotes and coordinates policies, programmes, and interventions aimed at ecological transition, biodiversity conservation, sustainable management of natural resources, climate change mitigation and adaptation, as well as environmental and urban regeneration across the regional territory.
It is also involved in the programming and management of European, national, and regional funds, supporting innovative projects related to green infrastructure, circular economy, renewable energy, environmental education, and territorial governance, through institutional partnerships and participation in national and European networks.

Description of the Challenge:
The Basilicata Region aims to develop innovative tools for the integrated monitoring of environmental pressures and contamination phenomena affecting the main regional river basins, industrial areas, and the most vulnerable fluvial systems.
The challenge concerns the need to improve the capacity of public administrations to:

  • promptly identify surface water pollution phenomena;
  • monitor environmental alterations along river corridors;
  • detect anthropogenic pressures and territorial transformations affecting environmental quality;
  • integrate satellite data, local environmental datasets, and high-resolution territorial surveys;
  • support prevention, planning, and environmental risk management processes.

The objective is to explore how space technologies, Earth Observation systems, advanced geospatial models, and artificial intelligence can contribute to the development of dynamic and interoperable monitoring systems capable of supporting:

  • water quality control;
  • multi-temporal analysis of territorial transformations;
  • monitoring of industrial areas and hydraulic infrastructures;
  • prevention of environmental and hydrogeological risks;
  • the definition of regional climate resilience and ecosystem protection strategies.

The Challenge is framed within European policies on climate adaptation, water protection, and territorial resilience, with particular attention to the operational use of spatial data in public administration decision-making processes.
